Carlos A. Ugarte

Carlos A. Ugarte, M.S.P.H., is the senior multicultural strategist of the IQ Solutions Knowledge Creation Group. With more than 28 years of experience, his expertise is in developing and evaluating evidence-based, community-driven, culturally competent national health mobilization programs. As a seasoned public health specialist, Mr. Ugarte has led the development of many successful health promotion and disease programs in domestic and international settings with a wide variety of organizations in the public, private, and corporate sectors.

Through his unique experience and background, Mr. Ugarte has developed expertise in analyzing, crafting, and evaluating major public health policy issues, especially as they relate to "hardly reached" populations. Recent positions he has held include coordinator of the Hispanic Communications Initiative at the National Institutes of Health and deputy vice president for health at the National Council of La Raza. He has functioned as senior advisor to the National Campaign to Prevent Teen Pregnancy and as an expert consultant and Spanish-language spokesperson for the Office of National Drug Control Policy's National Youth Anti-Drug project. He has authored more than 35 publications and abstracts in lay and professional journals and lay periodicals in Spanish and English.
